Can We? Administrative Limits Revisited

چکیده
Th e idea of administrative limits—in the sense of constraints or bounds on what can be achieved by the activity of administration in general and public administration in particular—is important for a proper understanding of twenty-fi rst-century public administration. What are the eff ective limits of taxable capacity in the modern state, as debt-ridden governments seek to reduce debt levels and budget defi cits after the fi nancial crashes and economic recession of the late 2000s? What are the limits of safety and security that can be realistically achieved by administrative structures and procedures in a so-called risk society? What are the limits to the achievement of ambitious social engineering to improve the human lot by conventional organizations and bureaucracies? Such issues are not new. Questions of this kind have long been asked by scholars in the intersecting fi elds of public administration, policy studies, and political science. Nonetheless, the author argues, they address issues that are of continuing, central importance to government and society in today’s world.

Induction of secondary axis in hydra revisited: New insights into pattern formation
In 1909, several years before the famous `Organizer’ experiments of Spemann and Mangold, Ethel Browne demonstrated induction of a secondary axis in hydra by grafting a hypostome. Based on this and subsequent work, in the late sixties, Lewis Wolpert proposed the theory of morphogen gradients and positional information. We have studied secondary axis induction by hypostome and foot tissue using t...
متن کاملQUICKSELECT Revisited
We give an overview of the running time analysis of the random divide-and-conquer algorithm FIND or QUICKSELECT. The results concern moments, distribution of FIND’s running time, the limiting distribution, a stochastic bound and the key: a stochastic fixed point equation.
متن کاملBertrand’s Paradox Revisited: More Lessons about that Ambiguous Word, Random
The Bertrand paradox question is: “Consider a unit-radius circle for which the length of a side of an inscribed equilateral triangle equals 3 . Determine the probability that the length of a ‘random’ chord of a unit-radius circle has length greater than 3 .” Bertrand derived three different ‘correct’ answers, the correctness depending on interpretation of the word, random. Here we employ geomet...
متن کاملBounds on heavy sterile neutrinos revisited
We revise the bounds on heavy sterile neutrinos, especially in the case of their mixing with muon neutrinos in the charged current. We summarize the present experimental limits, and we reanalyze the existing data from the accelerator neutrino experiments and from Super-Kamiokande to set new bounds on a heavy sterile neutrino in the range of masses from 8 MeV to 390 MeV. We also discuss how the ...
متن کاملCross-Linguistic Transfer Revisited: The Case of English and Persian
The present study sought to investigate the evidence for cross-linguistic transfer in a partial English immersion and non-immersion educational setting. To this end, a total of 145 first, third and fifth graders in a partial English immersion program and 95 students from the same grade levels in a non-immersion program were chosen. Six different English and Persian tests were administered: the ...
